History: Lucy doesn't have much history. Her parents ditched her at an orphanage as soon as she was born and she never saw them again. She was never adopted (even before becoming a Thing she was unpleasant to be around). At age 13 she was picked up by the DFA.
The DFA, wondering what would happen if a child was injected with the Serum, kidnapped Lucy. They kept her prisoner for a few days, taking notes on her temperament and such in order to have a reference to compare to after she was turned into a Thing. Then they injected her.
She immediately became a terror. Completely wild and completely mean. Many of the DFA wanted to return her and in fact Lucy only stayed with them for one reason- they thought that maybe, once she turned eighteen, she'd be a little more pleasant.
Only time will tell.
Anything Else: Nope.
